This is not a beta feature. It should already be accessible within the iOS and Android app.
The update is not immediate for everyone, but it will arrive within a few weeks.
To understand if it is available on your account, just open a new chat and start writing the number in the search bar. The phrase "Looking outside your contacts" will appear.
